Account Used for install from software center

Hello, we are starting to train our staff to use software center for installing company applications such as a vpn client. We are running into an issue though that they cannot install the app because they are not local admins. Did I set something up incorrectly? I thought software center would use a different account for the installation and this would not be an issue.
