Can't sign into fi with new phone and 2 factor authentication

My wife's old phone broke and she got her replacement this morning. She now has issues with 2 factor authentication. 2 factor authentication can text your phone but you can't sign in if you don't have 2 factor authentication working. She has no backup number to text and does not have her backup codes.

Any ideas? Surely this isn't the first time this has happened.

Also note she is not sure she has the correct password.
