When is it okay to pay more than 1/3 of your income in rent?

Hello, I'm moving to The Netherlands soon and will work in Amsterdam where rent is stupidly high.

My net monthly income is going to be something like €3500 while rents are close to €1250 for something bearable in the cities surrounding Amsterdam. This comes out to 36% of my income which is slightly higher than the 1/3rd rule before things like water and electricity.

Now the thing is, my rent is probably going to be higher than that and I want to be prepared for the worst. How bad of an idea could it be to pay, say, 40% of your income in rent? What about 45%?

For some context, I'm a 22 year old. Relatively frugal, like preparing meals at home, transportation is paid by the company, not really into nightlife, and need to be able to fit 2 other people in the apartment when they visit (not staying over for long periods of time). If I didn't care about visitors staying over then a 22m^(2) cheap apartment would've been perfectly fine. I'm not too concerned about saving much right now and want to enjoy a more #yolo life for a few years, just to see what it's like; also I'm not sure if I will keep living in Amsterdam after a year or two so pension and nationality is irrelevant.

Thank you!
