[TOMT][GAME][2010's?]Flash game where you rescue control an army

It had a simple art style (the main characters actually looked a little like a snoo) and it was a side-scroller. You could control one person at a time and could save money to buy helicopters, tanks, etc. Some missions required you to rescue hostages. There was a leveling system using ranks of the US military (i.e. general).

The setting was mostly, if not exclusively, urban areas.

I'm pretty sure I remember it being on friv.com but they seem to have removed it.
