Question about Evenhanded Golem and Witching Hour

Just played against someone running Even Feln plus witching hour. I was running Even Time. Opponent decreed me which shut off my golems, but they cast about a dozen golems with reanimation shenanigans which worked every time. Shouldn't witching hour be shutting off the golems every now and then? Or were they just winning a coin flip each time they cast it?
