Tuning down a 125cc engine to the same amount of power as a 50cc engine

Soon I’ll be turning 16 and I know that I can drive legally a 50cc engine motorcycle but would it be possible to tune down the engine of a 125cc bike so it doesn’t exceed the certain amount of speed I am allowed to go at 16.
