The pullout time on shotguns is absurd and not intuitive how does Dubbs do it?

I am fortunate enough that my FIOS connection provides me with extremely low ping (0-10). So I often can win a box battle with a wall replacement. However, I have always had one issue that has constantly been ignored.

If I pull out my shotgun and try to shoot fast my gun will simply not shoot. There is no indicator (like swapping back and forth). Simply it doesn't shoot. I am starting to think that this is the pull-out delay.

How do other players with really low ping manage to get around this so well?

It feels like if I shoot too quickly, the game adds that time in addition to the pull-out delay. Could this be the bug?

Appreciate any advice, this has been happening more and more lately and its extremely frustrating to yell bang at my computer.
