Will poor internet wiring mess with the speed?

Behold, the bastard creation of an idiot installer. I don’t know much, but I do know one thing: this is terrible, and I’d probably die if I touched that...excuse for a switchboard. Our internet at work is terrible, is this shoddy job to blame? If so, what profession do I contact to fix this monstrosity? Also, is there a better place to post this? So much unknown!
