Why does my 15in SB2's F# buttons cause taskbar to be unresponsive?

I've gotten a new laptop and I first encountered this when I opened the UWP Netflix and tried to change volume with the top row of keys. The lower volume key doesn't even work but I can adjust brightness and the backlight. Does anyone else have this? Im on 1903.
