Dear Bethesda: Can we please get a retroactive fix for the "Overseer's Mission" secondary quest?

Just like the title states, I can't finish Overseer's Mission and I never see anyone mention this needing to be fixed or Bethesda addressing it.

My girlfriend and I are both around the same point in the game, but this is one quest neither of us can finish. We've tried dropping holotapes (which I don't think you're supposed to be able to do if it's a quest item) and picking them back up, tried going back to the locations you find all of the holotapes to pick up a "new" one, and finally tried listening to all of them in the order you're supposed to find them. Nothing works.

It's not a huge deal to either of us, but a completionist thing to a degree - maybe a little annoying. Also sort of silly to have such a prominent quest to remain unfinished. Perhaps that's a reason to fix it, because how big of a fix does it need to be?
