Should Astronaut Slyvester dodge, or not?

When there is Sure dodge and Deny Dodge is up on a toon. Should that toon dodge or not? In my opinion, it should not able to dodge. Because buff and debuff makes neutral. But it is not like this in the game. Even it has more then one deny dodge debuff but if there is one sure dodge, it will dodge. I think this is not intentional.
