Why haven't there been any new German states?

From what I understand German regions have the right at any time to form new German states and so my question is why hasn't this happened? Especially for states like Baden-Wurttemberg (who apparently have quite the rivalry) and Rhineland-Palatinate (which from what I'd read has strong regional identities)?
