Camo ability OP?

Just picked up this game the other day and been playing it a ton. Seems to me that the active camo ability the scavs have is seriously overpowered. I've easily gotten away every time I've ever used it, even against good hunters. I literally had to stop using it because I was getting bored. Played a decent amount of hunter today to, and pretty much every scav is using it and it's impossible to keep track of them once they go invis. Considering they can also just keep spamming it and be invis for like 12-15 seconds. Anyone else agree with this?
