How do I take my code from a Dev board and implement it into an ESP32-D0WDQ6 chip?

Is it possible to just utilize one of these chips without it being connected to a Dev board?

I'm wondering if this is capable of taking the code from my development board and bring able to function the same way. Do I need the WROOM as well? I just want to have a very small Bluetooth chip.
