Pausing a video in Chrome turns off all audio on my computer until the video is resumed.
So whenever I pause a video (Youtube, Twitter video player, etc) on Chrome, it turns off my audio output on my computer until the video is resumed. This happens whenever Chrome is open on my computer. If I try this on Firefox this issue does not occur. This is annoying because I can't have any video players open in Chrome or else my audio turns off in all applications. When I pause a video, all audio sort of gets quiet and then goes silent within a half second. Like the audio "fades out", kind of like when a youtube video ends with it fading to black. Somewhat hard to describe but that's the best way to kind of describe it. Anyone else might know what's causing this issue? I imagine it's chrome somehow taking control of my audio output completely.

Sounds to me like exclusive mode audio is turned on.. can you check the Chrome shortcut and tell us if there are any switches like "path to chrome.exe" -exclusive-mode-audio?
Also, from Chrome please access chrome://media-internals/ and tell us what is shown under the Audio tab.
Quick fix you can try, go to your sound card properties & under Advanced tab Disable "Allow applications to take exclusive control of this device".
I did not see any - exclusive-mode-audio in the shortcut path.
This is the target under shortcut: "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"
Under media internals: { "AudioServiceAudioStreams": "Disabled", "AudioServiceLaunchOnStartup": "Disabled", "AudioServiceOutOfProcess": "Disabled", "AudioServiceOutOfProcessKillAtHang": "Disabled", "AudioServiceSandbox": "Disabled", "WebRtcApmInAudioService": "Disabled" }

I have disabled "Allow applications to take exclusive control of this device" and nothing changed, issue still persists.
I have tried reinstalling chrome but nothing. The only thing I haven't done is completely reset/wipe all my settings and what not in Chrome.
You seem pretty knowledgeable, you did click Apply after disabling "Allow applications to take exclusive control of this device", right?
I'm out of ideas.. can you try reinstalling the sound card drivers? Uninstall completely first, go in Device Manager, open the sound card, click Uninstall and also mark the checkbox to delete the files from the system & install fresh. What sound card is it and what driver version? I heard there are issues with the latest w10 1903 update and some versions of Intel audio drivers.
Yeah, I made sure. Even restarted after doing that.
I tried reinstalling sound card drivers and nothing.
I did some experimenting and found out I'm only having the issue with my bluetooth headset. A regular wired headset works perfectly. So I'm gonna try to see if it's an issue with Bluetooth settings/drivers currently.
