DS218 as a video server?

My dad only knows how to use Android devices, and there's no way I can teach him to use Windows. He has a 500gb video collection that he takes with his phone/camcorder that he'd like to watch - right now he just watches it right off his phone or camera. Can I use a ds218 to store his video collection and stream to his phone? Can the phone directly connect to it without a router? What would I need to play videos on a TV? Thanks!
