Toxic players should lose their chat permanently instead of being banned.

Instead of Riot suspending and banning players, they should just lose their ability to chat for 14 days or permanently. Banning players does not work; they just make new accounts and continue to be toxic. However if we allow them to keep their accounts, but mute them, they will be unable to flame in chat.

Obviously this doesn't apply to players who troll/afk/feed, but I think this is a good alternative because a lot of players who are toxic genuinely are trying their hardest to win their games. I've been suspended before, and it didn't change my attitude at all. I simply just went on another account and continued playing.
