Are weapon Talents & Armor Talents ever explained in the lore?

Like the title asks...are the different weapon Talents & Armor Talents ever explained? What makes it possible for a gun to have dragonfly or ambitious assassin? Should we assume those are just there for gameplay mechanics and not actual parts of the lore?
