Whale Sharks in Isla Mujeres, Mexico - Tour guide recommendations? How do I tell if an operator has persmission to conduct the tour?

Hey all, I want to go see whale sharks around Isla Mujeres this summer (prob August). I know that only certain operators are given permission to go on these tours. How do I verify that they have permission?
