I'm anime only, so maybe the manga contradicts this, but I never thought Levi picked Armin because hes smarter. I think Levi picked him because Armin still had dreams for humanity's future, something Erwin was losing sight of.
Like when Erwin is talking to Levi before the Beast Titan battle, you get the sense that Erwin literally can't invision a post titan humanity. Contrast that with repeated mentions of Armin's dream to see the ocean, a sort of metaphor for moving past the titans into a new unknown future.
There's also the part where Erwin seriously considers the possibility of abandoning the scouts to see the basement, even if he would be the only person to ever see it.
Levi is the only person who we've seen that Erwin has shared all this with as well. It's no coincidence that literally everyone disagrees with Levi's decision (Erin and Mikasa withstanding) and ONLY Levi knew Erwin's inner turmoil. That was the deciding factor, not who was smarter or more tactical.

Levi even flat-out says that he wanted to let Erwin rest.
Yea he felt bad for Erwin, and he should’ve really. Remember the scene where Levi asks Erwin to lead everyone to hell and Erwin looks relieved? Levi knew that bringing him back would be to steal his deserved peace.
It should've been him. Armin is cool and all but Erwin fucking yelled orders while hanging out of a titans mouth. That's the motherfucker you want leading you.
Erwin represents the past. Armin represents the future.
How I see it is, leadership skills like Erwin’s can totally be learned, but Armin’s galaxy brain IQ isn’t something that can really be learned, he was born with that shit.
So armin was the right choice imo
Except you can learn to be a good tactician just like you can how to be a good leader. Armins mind isnt really that special.
Erwin for sure was the one that should have been saved. lots of people say that if it wasn't for armin they wouldn't have got that far but never mention that without Erwin they would have never even got to the problems to begin with, without him the scouts would go extinct in like a week
that would be because people would stop signing up for the suicide missions which were pretty much all of them. The show spells it out quite clearly his real abilities were his charisma that let him keep leading fools to their death, before Eren and them showed up they hadn’t managed to accomplish anything
there's not much they could have done before eren, he's an actual fully controllable titan on their side, thats a big game changer. it's not like they had all the pieces to win but needed the main gang to show up and lead them. before erin they were already overachieving based on their abilities and circumstance

is better than having mikasa/erin/armin - erwin.
The problem with scouts pre-erin was that they had no standouts outside of levi and maybe hange. Replace Erwin during the time period with armin snd there are no scouts.
And there probably shouldn’t have been any scouts before then. They were basically just wondering around getting massacred and then coming back in defeat, replenishing their numbers with a rousing speech, and then running off again, without having any significant successes.
There were alot of standout scouts pre eren, it's just that most of them got wiped out by the shifters in the female titan arc and the beast titans first arc. Before shifters became a thing to worry about, there were alot of scouts who were badasses. Levi's whole squad, Mike and Ness just to name a few. It's just how were they supposed to deal with shifters before anyone knew what they were fully capable of.
I agree for the most part, but Eren's dub voice is just awful.

Very, very few actors have been able to pull off believable rage in my opinion as someone who grew up in a angry household.
Eren's english actor is one who actually sounds FURIOUS not j"ust loud talking"
