How to set fps limits for Geforce RTX graphics card?

I'm having a problem when playing Fallout 4, the frame rate is running at 144fps which is causing everything in the game to run out of sync. Every tutorial I find online is telling me to adjust the Vsync setting for the game using "Nvidia Control Panel." I've tried setting Vsync to "on" and "adaptive half refresh" but I'm still getting 144fps when the game is optimized for 60fps.

Other tutorials are saying I should download a program called "Nvidia Inspector." However I would prefer not to do this, as all of the links I can find I don't feel confident about. I would rather not accidentally install malware or bloatware on my brand new PC. Some guy on steam says to set "monitor technology" to "fixed refresh" however the monitor technology setting doesn't appear to exist., at least not on my version of Nvida Control Panel.

So is there a way to cap my fps for Fallout 4 without downloading new software?
