Random games running at unplayable fps (1-2FPS)

So I started having this problem yesterday and I have no idea what the cause could be. For a while I've had an issue with my graphics card where sometimes games would just randomly crash. It was more common on certain games than others but underclocking my card seemed to drastically reduce the rate of crashes so I just put up with the slightly weaker performance and occasional crash.

However yesterday things suddenly started to go really downhill. Some games still run perfectly fine (Overwatch, DOOM, Fortnite) but others are unplayable (Resident Evil 2 Remake, Quake Champions). Even whenever I try to open the Spotify app my PC just locks up and my display driver crashes and reboots. I can't find any discernible pattern between the apps that crash and the ones that are fine. Any advice?
