I haven't gotten a chance to ever play council apocalypse with other people even though i have the first mission unlocked. I feel like i just kinda keep playing the same missions over and over in quickplay

Just search for a match in the mission you want to play by clicking on that one only. It can take awhile longer to get matched up, but it will happen eventually.

Ah I see the issue now I misread your post. Had the same issue with a few missions myself. Can make it almost impossible to accomplish objectives sometimes when they just run around like idiots getting themselves killed. I don't have the mission unlocked yet or I'd offer to team up.
Which system do you play on? I was able to do the last two missions yesterday but it took a couple minutes to match.
