If you also factor in "strong X to light X" you can get even more detail. Using this metric he's only given a pure 10 to To Be Kind and To Pimp a Butterfly, the other ones were strong 9s to 10s.
I remember him saying that so far he wasn't sure if TMS or TPAB was album of the decade though.
