On the advice of someone who lives nearby I dropped it off at Audubon Charter School

Also, usually you don’t post the pic. You ask for someone to describe it to you, and when it matches up, you can trust them
That's pretty generic for a phone. Mine looks like that when it's off.
It doesn’t matter. You normally post nothing except that it’s a Samsung Android. At this point; you plug it in and ask what the background image is, but the pop socket on the back was pretty identifying. Usually don’t post details like that
If you weren’t going to charge it up and wait for the owner to call you should have just left it where you found it.
Now they can’t find it by retracing their steps or calling it.
Hopefully someone at the school has enough sense to turn it on.
