Is this actually just something that a subset of Muslims do or does this also occur in non-Muslim families from the same cultural zone? e.g., some honor-bound Hindus or Zoroastrians

Sadly, it occurs even among the Hindus, though to a very much lesser extent. I have not heard of it happening in the Parsis (Indian version of the Zoroastrians).
