BeQuiet does the same thing and looks like it was updated more recently. Either way, the WQs are so much better without the talking head crap.

I think it's to do with a WQ in the main Horde hub that always repeats over and over until you complete it.

there's a WQ in Dazar'alor (which just so happens to overlap the hearthstone bind point) that's bugged to continuously play the intro speech over and over again until it's no longer offered
