Occasional V INNER code on Start

I’ve been occasionally getting a V INNER error code on start, sometimes cold, sometimes hot when I’ve been riding and just stopped for gas. Thought it was my battery going bad so I went to get the battery tested and the guy said it was good. 12.65v and 425 CCA.

What could be my issue? Bad starter?
