Why was Trinimac focused on halting the Velothi movement when the Ayleids were already practicing Daedra worship?

So the whole reason why Trinimac got involved with the Velothi movement was to stop it from their worship of the The Three Good Daedra, right? Is there any reason why he would focus more on this group of daedric worshipers over the Ayleids?

The Ayleids settled Cyrodil in the Middle Merethic era while the Velothi movement only came about during the Late Middle Merethic era. I understand that outright Daedra worship only spread and flourished among the Ayleids during the last millennium of the Merethic Era, but the early Ayleids left Alinor specifically to avoid Summerset's stringent religious doctrines.

Surely a spirit of Trinimac's capacity could have sensed what the Ayleids were planning and put a stop to their movement before they could settle.
