I mean, it doesn't get any better than this.

I know what’s even better: two stacked Claymores and an EMP bomb. Bye-bye Sectopod.
Banish with Bluescren Rounds on a Sectopod is orgasmic too.
Even better than that: executed sectopod from squadsight, with a side of basic repeater
Thankfully, the 90% chance to hit is gone with rocket launchers, and you're guaranteed to hit the MECs rather than the ceiling.
Or hit the partial cover 5 feet in front of you
Seriously, is there really no mod or anything for EU/EW that fixes that?
I've placed Heavies behind low cover all too many times and I just can't seem to ever learn my lesson...
In Long War the way rocket accuracy works is changed. Instead of a flat 90% to hit perfectly or 10% to completely miss, it will show a number for your shot which is the standard deviation (in tiles) for the rocket. So barring any other obstacles, the rocket will hit near the target, and the smaller the number the closer it will hit. If your accuracy is good enough it will instead show 100%, which means the rocket will hit exactly where you are targeting.
However if the rocket's deviation takes it through an obstacle, it will still hit and explode on that obstacle. So trying to thread a rocket through a doorway is not advised unless you have 100% accuracy. I don't think you can hit the cover that you're in though (so if you're standing next to a doorway you can always shoot through it safely).
I wouldn't mind hitting the ceiling (and probably bringing down a sectopod), the problem is when you know the rocket will miss just so it can hit the bleeding soldier 8 tiles away from the targeted area, and it does.

No EMP?
No Bluescreen protocol yet. I was being lazy on the proving ground. But a fine aimed rocket was good enough.

Whats this? All i see is the ingredients for a metal pancake
That was a lot of damage spam. Feels good.
