Actor ruining matchmaking, can valve please ban him

ran into this guy on solo ranked, this guy uses another account to throw himself some MMR.

This guy seem to be originally from china but he queues SEA when he does this.

ALL are done by same guy, whenever he feels like it he queues "hard support" on both account to get matched together,

then other account picks SB/NP and just keep feeding himself into enemy team, while buying all the wards so people can't fight against.

There's nothing people can do, people can avoid him if they're in dotaplus,

but he will keep doing it as all he gets is few reports and he spams turbo to get better behavior score and will do it again.

Valve, is there nothing you can do for people like this?
