RPG Source for Vampire character for CoC Gaslight Play

Got CoC Gaslight and have an idea I'd like to try for a character in the endless battle against interstellar cosmic Evil by an Earthling who is a local evil, ie a vampire. As long as he doesn't start biting team members necks he might be useful.

And just to be more complicated, was thinking about a psychic vampire who didn't drink blood much but preferred the less messy alternative of drinking emotions for his subsistence. Have read of such somewhere, sometime ago.

Any suggestions for what RPG, might provide some data I could use as a base for designing the guy, or gal, would be great.
