Originally the Leaflet said something like "People of San Francisco we will liberate you from your ne**o overlords" in the show so maybe this was to ease the Vancouver residents just in case some of the actual leaflets accidentally drifted off set.

Exactly this. Only the ones being held close to the camera by the characters on the closed sets needed to have the racist message on them.

I was walking by the art gallery when they were filming the scene and I managed to catch one when they dropped it. Interesting it was essentially the exact opposite.
