Help with a Wild and Crazy Kitten

My kitten, who is about 6 months old now, is very high energy and wants to play and wrestle almost all the time while driving me and my older cat nuts. He's awesome about not using his claws when he goes for it, but comes flying at me open mouthed and I'm tired of having scratches from his teeth all over my arms and legs. When he's sweet, he's very sweet and cuddly, but most of the time, he's ready to spring open mouthed at whatever body part he can reach.

I've been using a spray bottle with water to try and deter him, but I don't have it on me at all times, so I'm not sure how effective it's been. Scruffing does not appear to calm him down. Do you have any ideas as to how successfully to discourage the biting behavior?

ETA: This is my kitten, who due to the unusual circumstances in which he was acquired, is named Romeo.
