Why didn't the stock market implode this morning?

Just a question. Perhaps I lack fundamental understanding of the interplay between politics and economics, or perhaps I naively understand and believe the arguments that Krugman puts forth.

But it seems pretty obvious that the US has pretty much just garaunteed itself a double dip recession by being able to mire any further stimulus from happening. Why didn't didn't the US stock markets take a huge dump on everyones face this morning? Is it becuase the "smart people" who engineered this to happer or knew it was going to happen, have already gotten out?
