Fallout New Vegas : Does it suck or not?

I have been thinking about buying this game but everything I have read on it is either really good or really bad, so I thought I'd get the hive's opinion.

One thing to keep in mind: I haven't played any of the other Fallout games.

Any help would be appreciated.

EDIT: I would play it on a PC

EDIT 2: I appreciate all the input! It helps to know what I might be getting myself into!
