I propose a 4rd branch of government called the "House of the People" where we vote on upcoming legislation. The House and the Senate will vote as well, they'll be like the electoral college and will override our public vote, like presidential elections. Let's talk about it.
Makes sense? We have a site like reddit/old digg were we can read new laws [written in a way a layman can understand them] and can 'up vote' or 'down vote' laws and add comments.
Now, we WOULDN'T be voting DIRECTLY for legislation, the "House of the People" will act as gaging the temperature of the public-at first at least. The House and the Senate operates as they do now, just there will be a flagged raised in the public's mind when a political figure fails to represent his constituents and/or the country's majority opinion.
You can't buy out every citizen's vote. Think of the accountability we'd have in government. We'd have a bigger voice.
Once you're 18 you signup for this site when you sign up to vote. The votes themselves should be anonymous to the government and to everyone else but you and the separate agency maintaining this 'voting site.' Location of the votes is limited to district size, city and state.
We could vote on computers, ideally, for those that lack a computer or a can't use your local library, you can call and a get a voice operated menu and vote via dial-pad, or cell-phones--apps for smart phone and the option to text will be there. Probably mail too. But there will be a drive to get people to use computers, because that would be the cheapest way to do this.
Maybe in 100 years we'd phase out the house or senate or both and vote directly, but that's not important for this idea.
