Looking for a low-spec 4X game for a present, preferably available through digital-distribution gifting

Looking for an Xmas present for family member - a 4X fan who doesn't PC game much anymore and thus has a laptop limited to the typical onboard video.

Guy lives far away so digital gifting is preferred.

Any suggestions? I haven't played a 4X game since MOO2 and Emperor of the Fading Suns.
