What's up with Google image search? "strict filtering" being forced?

Just noticed it today - can't have been this way long. Doesn't matter if I change my preferences to moderate or off - or even if I drop the box down on the search page and chose moderate or off - pops right back to "strict". Is the same in Chrome and IE, and there is no proxy on the network here, direct outbound through a firewall. Anyone else getting this?
