Is Adobe Premiere Elements worth it? Or some other entry level video editing program (Win)

I am considering buying a copy of Adoble Premiere Elements 9 for Windows to do some basic video editing of FRAPS recordings of minecraft (or other video games) as well as some basic editing of home videos I record with my digi cam. The reviews of Premiere Elements 9 on the web aren't exactly great, they're not bad, but not great. So I'm wondering if there are any other options in the free to < $100 range. Last time I checked Windows Movie Maker was under XP and it had very few features.
