Why doesn't anybody care about Prop 21?

If passed, an additional $18 tacked onto vehicle registration would help fund the California State Park program, along with its wildlife. $18?!! Since vehicle registration is yearly, it would only be about $1.50 a month to preserve an awesome program.

I see the argument that tacking on unrelated fees and taxes onto vehicle-related expenses can lead to trouble, but even as a college student, $18 a year, per vehicle, seems reasonable.

Am I being too much of a liberal or a hippy?
