How does Prop 26 affect the potential appropriations loophole of Prop 25?

Keep in mind that I am all but illiterate when it comes to legal writing. I remember some controversy over whether Prop 25 created a loophole for increasing taxes with a simple majority under the guise of "appropriations."

Does Prop 26, which in my understanding broadened the definition of "taxes" to include fees, levies, etc. and reinforced the requirement for a 2/3 supermajority vote, effectively close this loophole (if it even existed in the text of Prop 25 in the first place)?
