Are flowers a code violation?

I grow mint, evening primrose, morning glories, and a few other flowers along my front sidewalk, and have done so for the past decade. This year, I've gotten three citations from the township for tall weeds. I can't get anybody in the township to talk to me. Is this the town trying to drum up some cash? Is it my new neighbor complaining? Has anyone been having a similar experience. I live in southeast PA, north of Philly.

UPDATE: Two days before I was supposed to go to Court, the township canceled the citation. Interestingly, although all the notices were about tall weeds, the code cited to the Court was for obstructions to the right of way, not weeds. I'm still wondering if the township is issuing citations hoping that residents will just pay the fines.
