DAE Not have sympathy for panhandlers on the side if the road?

I once read a sign at the Golden Gate Bridge. It advised against feeding the pigeons near the bridge as this would cause a population boom, resulting in the pigeons being less healthy and less able to feed or care for themselves.

This sign sums up my feelings regarding panhandlers who hold up signs near intersections. I'm disappointed that people will give them money for essentially just standing there. I feel they're just feeding the pigeons.
