Why does this place have so many restrictions?

Any time between posts is ridiculous. Aren't mods here to stop spammers not some weird posting policy? Also a captcha everytime you make a thread? i couldnt even begin to imagine what this is for. Has there really been a history of people using bots here? A friend told me to come here cause he liked it, but i'm not a fan of all these restrictions. Convince me to stay here and not go back to my old boards.
