Implants?

What is the general consensus on them? Do you guys/gals think they are worth the caps?

I just got to the medical center and was thinking about upping my intelligence for more skill points, but didn't know if the benefit is worth the 4,000 caps.

Also, the damage resistance and regenerating health perks seemed cool, until I realized that you only get a +4 to DT with the one and 1 health point every ten seconds with the other. Those I will definitely avoid.
