Slow resolving pacman

I have a weird problem that searching hasn't really given me any good answers.

It takes 30 seconds to resolve between files in pacman. Whether it be repos or files while installing. I can watch the time and the next file starts downloading exactly 30 seconds after the previous one finished.

So I did all the easy fixes. Blacklisted net-pf-10 (ipv6) and checked my etc/hosts and compared it to my /etc/rc.conf.

This problem is happening on both of my laptops. What am I doing wrong?
