Am I legally allowed to edit wordpress files/structure?

I am looking to edit the wordpress post structure from the traditional:

Heading Content Tags etc

to a more custom structure...allowing myself and other users to post content specific for my website.

Is this legal? Which files would I edit to accomplish this?
