How does one create/organize a donation drive?

Here on reddit in the past, I've seen people create online donation accounts (through Paypal, I think?) through which others can safely donate money. I'd like to do something like that from some friends who are trying to raise money to save their cat, but I have no idea where to start. If anyone can give me some direction, I'd really appreciate it!
