Question: What does it mean when they say someone is a good recruiter?

I hear people always say about a particular coach, "Oh yeah, he's a good recruiter". What does that even mean and by what measuring stick can you compare bad recruiters to good ones?

Does it just mean that they are really good at manipulating young minds and telling them what they want to hear? Furthermore, have schools experienced recruiting jumps after hiring said recruiting coach? If so, how do they attribute the jump to the coach and not just some other reason.

I just really don't understand and I have so many questions... Any help would be awesome.
